Early Years Policy and Contract Development

Social Services is seeking consultative services to assist in the development of policies, procedures and strategies that support qualitative growth in licensed Early Years programs and build the community framework for Ontario Early Years Child and Family Centres.

Early Years Services supports social and economic development by investing in and supporting an affordable, accessible and accountable child care system benefiting children, their parents and caregivers, and the broader community.

Early Years Services also provides financial assistance for full and part-time subsidized child care for families who qualify with children from infancy to ten (10) years of age, thus supporting the employment, training and educational needs of parents.
Early Years Services is also responsible for the management of other child care services, which includes:
  • special needs resourcing
  • general operating grant
  • family resource programs
  • providing information and support to parents and caregivers.
Early Years is currently governed by the Child Care and Early Years Act, 2014.
